Lessem, Newstat & Tooson, LLP recently achieved a powerful victory for a teenager brutally assaulted at Los Padrinos Juvenile Hall in Downey, California, securing a $2.67 million settlement from Los Angeles County. Led by our partner, Jamal Tooson, we exposed systemic failures within the juvenile detention facility and delivered justice for a young victim who suffered severe injuries in a violent incident.

A Brutal Attack Exposed

In 2023, a 16-year-old at Los Padrinos Juvenile Hall was attacked by multiple peers in a so-called “gladiator fight,” a disturbing practice captured on CCTV footage. The video showed probation officers standing by, some even encouraging the violence, as the teen sustained serious injuries, including a traumatic brain injury. The evidence was undeniable, and we used it to build a compelling case against the Los Angeles County Probation Department.

Our strategic approach centered on the shocking footage. “The video speaks for itself,” said Tooson in an interview with ABC7 Eyewitness News, highlighting how it revealed the negligence and misconduct within the facility. By presenting this evidence, we ensured the county could not dismiss the harm inflicted on our client, paving the way for the significant settlement.

Holding the System Accountable

We took on this case with a commitment to not only secure compensation for our client but also to demand accountability for the broader issues at Los Padrinos. Our efforts helped expose a troubling culture within the probation department, where such fights were reportedly common. In March, a criminal investigation by the California Attorney General’s office resulted in charges against 30 probation officers for facilitating 69 similar incidents between July and December 2023.

The $2.67 million settlement, finalized nearly a year and a half after the incident came to light, provides critical support for our client’s recovery, covering medical care and resources to help him rebuild his life. While no amount of money can undo the trauma, this outcome marks a significant step toward acknowledging the county’s failure to protect a vulnerable youth.

A Broader Impact

The success of this case, driven by our meticulous advocacy, goes beyond the courtroom. The settlement has fueled calls for reform at Los Padrinos, which has faced ongoing scrutiny. In May, a judge approved plans to draw down the number of detainees being held at the problematic facility.
